Federal Rules on Interoperability and Information Blocking and Open Notes

A new Federal Rule went into effect on April 5, 2021, the program rule on Interoperability, Information Blocking, and ONC Health IT Certification, which implements the 21st Century Cures Act, and requires that healthcare providers give patients access without charge to all the health information in their electronic medical records “without delay.”

This will be an important webinar for patient/health advocates to participate so they can educate and empower their clients to be informed and know how to best utilize and keep track of their medical records.

Program Objectives
Those who attend this CE Webinar will:

  • Understand what systems are in place, and what efforts are in progress, to help people find and use their progress notes once they have access to them.
  • Learn how to incorporate patient education resources from OpenNotes into their practice so they can help patient/families/caregivers in understanding how to read and interpret medical records.
  • Included in the webinar will be a discussion on the eight (8) types of clinical notes that must be shared are outlined in the United States Core Data for Interoperability (USCDI) which include: Consultation notes, Discharge summary notes, History & physical, Imaging narratives, Laboratory report narratives, Pathology report narratives, Procedure notes, and Progress notes (on which this seminar will mainly focus).

Panel

Dr. DesRoches is Associate Professor of Medicine at Harvard Medical School and a distinguished health services researcher with expertise in emerging trends in health care delivery. She came to OpenNotes from Mathematica Policy Research, a national firm with extensive expertise in social policy research, where she was a Senior Fellow studying the use of electronic health records by hospitals and physicians, the effect of health care organizations on physician clinical practice, physician capacity to provide coordinated patient-centered care, and primary care workforce issues. Cait also has extensive experience in leading and managing interdisciplinary research aimed at improving health system performance and quality of care.

Liz Salmi, Senior Strategist, Research Dissemination, OpenNotes
In her role, Liz helps hospitals and health systems understand the changing nature of patient-clinician communication in the digital age and interpret and implement research emerging from the “open notes” movement. Her research areas of interest include studying how healthcare professionals and patients are connecting through digital tools and joining as partners in research.

Ailene Gerhardt, MA, BCPA, Beacon Patient Solutions
Ailene is an Independent Board Certified Patient Advocate (BCPA) and founder of Beacon Patient Solutions LLC. She works with individual clients in need of assistance navigating the complexities of the healthcare system and offers community education talks and classes on a wide array of healthcare advocacy topics. Ailene earned her undergraduate degree from Clark University and her master’s degree from Brandeis University. Ailene serves on the Steering Committee of Massachusetts Healthcare Advocates (MAHCA), the first regional affiliate of NAHAC.
